Duties of the Chairman of the Board of Elders

 

  1. serve as a member of the church council and as such be present at all meetings of the church council;
  2. make written and oral reports to the church council on the activity of the Board of Elders;
  3. provide a written report to each Voters' meeting;
  4. preside at all meetings of the Board of Elders.

Duties of the Congregational President

  1. preside at all meetings of the voting membership;
  2. enforce the constitution and bylaws of the congregation;
  3. carry out the expressed will of the congregation as embodied in the resolutions of the voting membership;
  4. preside at meetings of the church council;
  5. co-ordinate the functions, plans and activities of the congregation in all its parts for the furtherance of the work of Christ’s kingdom in our midst;
  6. be welcome at all meetings of any board, committee, auxiliary, group, etc., of the congregation as the person to whom such  are corporately responsible;
  7. serve as the congregations chief corporate officer in executing the will and affairs of the congregation;

Duties of the Congregational Secretary

  1. attend meetings of the voting membership and the church council;
  2. enter the minutes of all meetings of said groups in a permanent record book under their signature;
  3. conduct all official correspondence of the congregation under the supervision of the president;
  4. provide for the publication of all notices of other information as required by the Congregation's constitution and bylaws or by state law;
  5. perform any such duties as the voting membership may delegate.

Congregational Financial Secretary

Duties of the Financial Secretary of the Congregation:

  1. receive all funds and deposit them in the name of the congregation;
  2. supervise the orderly counting of worship offerings;
  3. develop a “counters worksheet”;
  4. keep a detailed account of all receipts including an accurate and confidential account of each individuals’ or family’s contributions;
  5. provide a confidential statement of contributions to the contributor on a quarterly basis;
  6. prepare for presentation an accurate account of the status of receipts at each regular voters meeting and at church council meetings;
  7. submit weekly reports on church income to the treasurer and the senior pastor;
  8. be a member of the Board of Finance and Stewardship.

Chairperson of Finance and Stewardship

Duties of the Congregational Treasurer

 

  1. be present at meetings of the voting membership and church council;
  2. be responsible for the accurate recording of congregational receipts and disbursements and budgeted and actual expenditures according to proper accounting procedures and, as deemed advisable, suggest for congregational consideration improved methods and systems for keeping financial records;
  3. present a written, duplicated financial report at voter’s meetings and a preliminary report at church council meetings;
  4. submit permanent financial records for annual audit;
  5. be responsible for monthly remission of offerings for missions and church agencies, prompt payment of salaries and bills as authorized by the congregation;
  6. furnish the congregation a surety bond in a sum designated by the voters assembly with premiums paid by the congregation;
  7. co-ordinate the flow of monies from the treasury to the various boards and agencies of the congregation;
  8. reimburse professional workers for expenses which are approved and documented;
  9. receive from the financial secretary reports of all monies received through worship services, special offerings, and any other source, duly recording same;
  10. sign all checks for payment of congregational financial commitments;
  11. provide, upon request, a current record of accrued disbursements and budget allotment to all boards of congregation;
  12. has authority to work out with salaried workers of the congregation a breakdown of the worker’s total compensation into salary and other categories as the worker requests;
  13. supervises the development of the congregational budget in cooperation with the Board of Finance and Stewardship.

Chairperson of Preschool

  1. serve as a member of the church council and as such be present at all meetings of the church council;
  2. develop policies and procedures to insure the effectiveness of the educational program;
  3. comply with federal, state and local guidelines with regard to the program, staff, facility and safety requirements;
  4. be responsible for the funding and financial management of the program;
  5. work with, support and supervise the preschool director to (1) achieve excellence in the educational program, (2) strengthen interpersonal relationships with staff and parents, and (3) maintain a spiritual and loving environment for the children;
  6. review and make recommendations for improvement of the physical plant, equipment and safety of the program;
  7. support the children’s programs and activities, and encourage parent involvement;
  8. when the position of preschool director is vacated, they shall provide a list of candidates to the church council for presentation to the voters assembly for action;
  9. responsible for drafting and submitting all staff contracts for approval by the church council;
  10. make written and oral reports to the church council and at congregational meetings, as required by the president, on Our Savior Lutheran Preschool program.


Chairperson Worship and Fellowship

Duties of the Chairperson of Worship and Fellowship:

 

  1. serve as a member of the church council and as such be present at all meetings of the church council;
  2. in support to the pastor help develop and manage a congregational worship and fellowship program;
  3. develop and oversee music, choir, sound system programs as they relate to worship;
  4. develop and oversee a fellowship program which encompasses all age groups;
  5. develop and supervise the altar guild program;
  6. make written and oral reports to the church council and at Voters' meetings as required by the president on the worship and fellowship programs;
  7. provide input to the Board of Finance and Stewardship for the development of the annual budget for the congregation.

Chairperson Youth and Education

Duties of the Chairperson of Youth and Education:

 

  1. serve as a member of the church council and as such be present at all meetings of the church council;
  2. develop and manage the congregational adult and youth educational program;
  3. develop and oversee the youth fellowship program;
  4. make written and oral reports to the church council and at Voters' meetings, as required by the president, on the youth and education programs;
  5. provide input to the Board of Finance and Stewardship for the development of the annual budget for the congregation.
  6. include the Sunday school superintendent as a member of the Board of Youth and Education.
